After leaving school Tommy worked on the docks and on a building site before joining the Merchant Navy. On his return to England he began amateur dramatics and soon turned professional.

His television credits include Fallen Hero, Over Here, The Racing Game, the Professionals, Come the Reaper, From The Roots, The New Advengers, Summer Season, Benny Lynch, Beneath The News, The Wackers, Crown Court, Poor Girl, Raging Calm, Z Cars, A Woman Sobbing, Mrs Podmore's Car, Home and Away and Follyfoot.

In 1970 he joined the cast of Coronation Street as Bet Lynch's ex-borstal boy lover Frank Bradley, a role he played for several years. He then appeared in further television shows including Slattery's Mounted Foot, Juliet Bravo, Strangers, Travelling Man, Bullman and The Bill. He then played the small role of Raymond in Phil Redmond's Brookside and Griff in All At No. 20 before parts in Brick Is Beautiful, Starlings, Hard Cases, Zatchi & Zatchi, William Tell, World In Action, Watching, Coasting, Waterfront Beat, House of Cards, Taggart and Harry.

In 1990 he began a year as Deirdre Barlow's lover Phil Jennings in Coronation Street before returning to Brookside as money lender Kenny Maguire. Tommy has also appeared in the film Chariots of Fire. He lives in London.
